In my opinion Coronia base would be in Virgin Islands where Pacific Front established a Weather Controller. Because of Coronian's bindings with Pacific Front they could have access to weather manipulation program. Also they would found a abadonned/epsilon controlled facility in Virgins, retake and continue this program and later developed a temptest architect
