The Communication Center is an Allied structure that grants the owner radar in version 1.2.
In the 2.x series, this building is changed back into Spy Satellite Uplink. Its role as the Allied radar structure is given the Radar Facility.
Official description[]
Allied made various change to this structure, since they lost uplink to the "Lumiere" Satelitte, and I think they are just too lazy to construct new. They decided to uplink to another, weaker satelitte that can take photos of small parts of the battlefield. Communication Center also provides radar screen for Allies now, like Airforce Command HQ did in the Great War.[1]
