In version 2.x and 1.2, the Scud Launcher is a long range artillery unit utilized by the Soviets. It can fire extremely powerful missiles over great distances.

The Soviet forces found German V3 rockets being easily destroyed by enemy anti-aircraft defense systems and the only way to use their mobile launching platforms, was to construct massive amount of them and attack one target from few directions in order to have at least few rockets damaging the target. Soviet sciencists have developed very own Soviet kind of a rocket - almost identical to V3 in appearrance, but very different in use - the Scud. To counter defences, units with long weapon range and to destroy enemy structures within a safe distance, this type of rocket has less explosive materials in it, but it has better engine so it can achieve greater speeds than V3. Not only the rocket was redesigned - it's mobile launching platform was redesigned so it prepares rocket to be launched faster and is better armored than the old design. To sum up - Soviet siege equipment is more terryfing than ever, not to mention Soviet Siege Choppers and Soviet siege crawler.[1]

The V3 Launchers used before by Soviet weren't too good siege units, which could eliminate enemy defense positions during massive assaults, because those were easily destroyed by enemy armored forces or even anti-tank infantry. Though later Soviets developed Infector Tank which has pretty long range of fire, Infectors also became useless after enemies developed new kind of artillery defenses. To counter those buildings with long weapon range, Soviets decided to upgrade old V3 Launchers a lot. They dropped old missiles, started to create new version of Scud rockets, and reconstructed mobile launchers to have two missile pods instead of one at once. That cost a little more, but provided great effect... for Soviets, now they can much easier command a siege and take out enemy defenses.[2]
