The factions that have best odds against this challenge are 
Russia, 
PsiCorps, 
Epsilon Headquarters and 
Scorpion Cell, because they have access to siege class submarines (Russian Akula Missile Sub and Epsilon Resheph) which can safely engage all of the Pacific Front bases from underwater. The flaw of this challenge is that the AI usually produces their ships at the inner part of island, leaving you a huge place to maneuver. Another advantage of those is the fact that said submarines ignore three of the major threats during this challenge; Suppression effect does not work on their projectiles, they can avoid Hunter Seekers by staying underwater and Cryofield effect will not be as dangerous as it would be on other units. The only threats are two groups of preplaced patrolling Destroyers around the side bases. The best chance is to put enemy in a state of low power to nullify effects of Weather Crystals as well as enemy base defenses and continue with destruction of key structures; Construction Yards, War Factory, Barracks, Airforce Command Headquarters, Runways and both Naval Yards. This will force the enemy to sell out.
Main defense at the base should consist of several Tier 2 Defensive structures at the front and back of player's base, couple of anti-air turrets between both bases and mobile task forces to defend the field when battlezone is under effect of Low Power. Soviets can mitigate the lastly mentioned effect by placing several bunkers around their base. Another useful addition is Aerial Fortress Irkalla, which can intercept most of threats on their way to the players' bases.
