The Foehn Revolt (also known as Foehn or the Revolt) is a paramilitary organization that was founded to oppose the Epsilon Army and their goal of enslaving the world with global mind control.

The Foehn military was divided into three subfactions: Haihead, Wings of Coronia, and the Last Bastion.

Foehn's military doctrine centers around technological supremacy. Their weapons include cybernetically enhanced soldiers, plasma railguns, and wind manipulation. This highly advanced arsenal was a force multiplier, allowing the numerically inferior Revolt to combat the superior forces of the Epsilon Army.

The Foehn Revolt was added as the fourth faction in Mental Omega version 3.3 and is the only faction that is not from the original Red Alert 2 and Yuri's Revenge.

History[]

Pre Third Great War[]

Although it did not formally exist at the time, Foehn's history may have begun well before the Third Great War. According to Russian intel, sometime after the Second Great War, Japan had become a protectorate of the United States, and it was then that a secret pact had been forged between Japan and the People's Republic of China (PRC) to share their research and develop a new, technologically advanced army. The Chinese dubbed this initiative the "Great Rewrite Plan".

Though Japan gained its independence and joined the Allied Nations under the Pacific Front, this pact continued in secret without the knowing of China's rival, Russia, nor the other members of the Allied Nations. As it would later turn out, not all Japanese citizens supported this pact, and instead, remained loyal to their fellow Allies.

Third Great War[]

In 1982, the Soviet Union, including Russia and the People's Republic of China (PRC), declared war on all Allied nations across the world. Publicly, the Chinese supported the Russians' ambitions, but privately, continued their Great Rewrite Plan to one day challenge the Russians for rulership over the Comintern.

The Plan would eventually be spearheaded by the young Chinese scientist, Yunru. Additionally, researchers from Japan's Kanegawa Industries, whether willing or not, had contributed their science to China's cause.

Sino-Russian War[]

War between Russia and China broke out prematurely, when a Russian General discovered China's secret pact with the Pacific Front. Russia was victorious, but China drifted from their control. It was during the battle at Primorsky Krai, that Yunru gained insight into Russian cybernetics by studying the captured cyborgs, Volkov and Chitzkoi.

Interbellum[]

In the interwar years, Yunru continued her work on the Great Rewrite Plan. However, in 1983, she was captured by an unknown force, which she later identified as Yuri's Epsilon. China's Feng Squad was ordered to rescue Yunru. During her escape, Yunru had learned that the PsiCorps had betrayed the Russians and posed a far greater threat than anyone was aware.

Returning to Chinese soil, Yunru attempted to raise the alarm about the dangers posed by PsiCorps. However, the PRC leadership ultimately ignored her, viewing PsiCorps' betrayal as an opportunity to strike back against the Russians, rather than a greater threat to be dealt with.

Later, Yunru would be contacted by Malver, an assassin of Scorpion Cell, a terrorist organization affiliated with Epsilon. Malver's master, Rashidi, had suspected the Epsilon was merely using the Cell for their own ends, and thus, formed a secret pact with Yunru to counter the rising threat of Epsilon. During this time, Rashidi gifted the last MIDAS warhead in existence to Yunru, after stealing it from Yuri.

Thus, the Revolt slowly formed, as Yunru recruited a variety of allies from PRC commanders loyal to her, to Pacific Front forces, to the insurgents of Scorpion Cell.

Mental Omega War[]

On 1 September 1984, Yuri's Epsilon set his plans into motion and launched a surprise attack on the Allies and Soviets.

Yuri had successfully crippled the Russian military, forcing a prominent Soviet General to meet with China in Singapore in order to negotiate an alliance to combat Epsilon. The Revolt hoped that an agreement would be made, as a reunited Soviet Union would pose a threat to the Epsilon Army, but negotiations fell through as the Russians deemed the Chinese demands as "ridiculous".

Worse still, the Russians had discovered the existence of China's Kashmir research centers, where the Revolt was reverse-engineering Russian cybernetics. The Russians realized that China had deliberately withheld their cyborg forces during the defense of Singapore, causing the Russians to take the brunt of casualties. Furious at China's second betrayal, the Russians raided the Kashmiri facilities to steal the Revolt's technology for themselves.

In response, Yunru revealed the Revolt's position to PsiCorps forces, in order to bog down the Russians in a three-way conflict. When the Russians broke through, Yunru detonated the last MIDAS warhead and annihilated the invaders, allowing the Revolt to throw the communists off their trail. However, the PsiCorps saw through this deception and levelled the Revolt's final base in Kashmir.

With their "home base" destroyed, the Revolt was forced to make their move. At some point, the Revolt deduced that Yuri intended to conquer the world through global mind control, and so, they began an evacuation to Alaska to distance themselves from the mind control threat from Antarctica. Unfortunately, the PRC caught wind of the Revolt's defection and ordered their forces to intercept any suspicious personnel.

As Yunru's life was threatened by PsiCorps and Chinese forces alike, the Revolt's artificial intelligence, VOLKNET, assumed command of an operation to escort Yunru to Japan to link up with the Revolt's allies in Kanegawa Industries and the Pacific Front, as well as to regain access to their experimental weapons.

In Alaska, the Revolt rendezvoused with Rashidi, who had escaped Epsilon pursuers after his secret allegiance to the Revolt was discovered by Yuri. He shared intel about the Allies' Paradox Engine, an airship capable of freezing time, which had set on a warpath to destroy Yuri's weapon of global mind control, the Mental Omega Device, causing Epsilon to hasten the device's activation.

To escape the Mental Omega's influence, Revolt forces attempted to steal an Epsilon rocket to escape into space, but failed. The Revolt fled to the "second furthest point" from the device, an American fortress in Point Hope, Alaska. There, they rescued and recruited a former American anti-Soviet resistance cell led by the U.S. General Ben Carville. Using the Americans' secure communication channels, VOLKNET contacted the Allies in Antarctica and requested their assistance.

The Allies had failed to stop the Mental Omega and the wreckage of the Paradox Engine, along with the U.S. commando Tanya Adams and Allied survivors, were chronoshited to Point Hope. To the Revolt's horror, the Mental Omega began its activation.

The Remnant[]

With the Mental Omega's mind control waves slowly reaching Point Hope, the Revolt, the Allied survivors, and newly arrived Scorpion Cell forces joined together to repair the Paradox Engine's time circuits, so as to apply Albert Einstein and Siegfried's "Foehn Theory" and project a time bubble to isolate Point Hope from the Mental Omega.

A massive Epsilon force, backed by mind-controlled Allied and Soviet forces laid siege to Point Hope and attempted to destroy the Paradox's wreckage. Despite this, the Revolt was able to activate the time bubble, freezing nearby Epsilon forces in time and preventing further hostile incursions into their territory.

Within the safety of the time bubble, the remnants began to rebuild their armies. The newly christened "Foehn Revolt" would develop their experimental weapons and combine the Allied, Chinese's Soviet, and Scorpion Cell's Epsilon arsenals into a new kind of army, built for the sole purpose of toppling the Epsilon empire.

Technology level[]

The Foehn Revolt possess one of, if not the most technologically advanced army in the world. Their arsenal includes futuristic weaponry including nano-materials, cybernetics, plasma railguns, and artificial intelligence. Foehn units are individually powerful, but expensive to produce. Foehn has a diverse doctrine that uses specialist units and divisions which maximize durability, firepower, or airpower.

Notable technologies utilized by the Foehn include:

  • Air manipulation - One of the signature technologies of Foehn. Air or wind manipulation refers to ability to control the movement of air. Air manipulation has been used both offensively and defensively by Foehn. The Wings of Coronia specializes in this technology.
    • Windspin engine - Foehn infantry and vehicles can be equipped with a windspin engine, which works in tandem with Spinblades to grant their units a potent, but temporary speed boost.
    • Weather manipulation - Similarly to the Allies, Foehn possesses weather manipulation technology, but far more advanced and precise, allowing them to artificially generate hurricanes to devastate their enemies.
    • Indefinite flight - Foehn aircraft can manipulate the air to remain in flight indefinitely. These aircraft do not require an airfield, and thus, are all built from Foehn's War Factory. Examples of Foehn aircraft include the Buzzard, Condor, Alanqa, Pteranodon, and Quetzal.
    • SOnic Detection And Ranging (SODAR) - SODAR is a type of sensor which measures "the scattering of sound waves by atmospheric turbulence" and uses this data to flag suspicious activity. This can be used to detect the subterranean or invisible units deployed by Epsilon.
    • Golden Rockets - Golden rockets are fast, durable, smart munitions that connect to SODAR arrays, self-correcting their trajectory based on the behavior of nearby winds. Last Bastion makes frequent use of this technology, in the form of their Sweeper and Giantsbane.
    • Blast weapons - Blast weapons expel high-pressure, high-temperature steam which can instantly incinerate any threat, be it ground or aerial. Blast weapons are used to form an impenetrable barrier in the Blasticade, as well as a lethal anti-armour rifle. Blast technology has also been used as a defensive coating for ground units, as seen in the Golden Wind power.
  • Nanotechnology - Another signature technology of the Foehn Revolt. Nanotechnology refers to a broad category of nanoscopic inventions such as programmable nanofibers and nanite clouds. Last Bastion specializes in this technology.
    • Nanite clouds: Nanites were nanoscopic robots that used by Foehn for both offensive and defensive purposes. Nanite clouds were often used to provide rapid field repairs to vehicles, construct Foehn's bases, and salvage raw materials for Foehn's war effort. Nanites were also weaponized by Huntresses to "devour" their enemies and use the "raw materials" to heal cybernetically augmented infantry.
    • Nanofibers: Nanofibers were programmable nanoscopic threads. Foehn's Nanofiber Looms weaved nanofibers, which were infused with nanite controllers, and when applied to Foehn cybernetics and armor, could transform Foehn equipment into new armaments with entirely different functionality. Nanofibers were also used as a defensive coating for structures and launched as a potent weapon.
  • Disruption and hacking - Disruption technology is a broad category of ECM, cyber-warfare and interference technologies. Haihead specializes in this technology.
    • Electronic Countermeasure (ECM) systems - ECM systems are used to disable enemy electronics, whether it be a vehicle, aircraft, naval vessel, or structure. These supportive tools are used by the Raccoon, Hovracoon, and Orcinus Waveshaper.
    • Signal inhibitor - Signal inhibitors disrupt the targeting systems of enemy support powers and superweapons, as well as block the transmission of targetting coordinates from enemy commanders. They derive their effects from sensitive enemy data acquired by Foehn cyber-attack operations.
    • Blackout technology - Blackout technology originates from the Pacific Front's attempt to reverse-engineering Chinese EMP technology [1]. Foehn makes use of blackout pulses to disable enemy electronics, such as power plants or defensive structures. This is seen in the Blackout Missile and Ramwagon.
    • Confusion rays – Confusion rays, as their name implies, throw enemy forces into confusion, potentially causing deaths by friendly fire. Confusion rays are known to have both single-target and multiple-target variants, in the form of the Deviatress and Irritator respectively. They are used by the seaborne Whipray and Angelshark.
  • Cybernetics – Foehn cybernetics were derived from their Soviet counterparts, such as Volkov [2]. Cybernetic augmentations are commonly used by Foehn infantry to greatly enhance their speed, strength, and survivability. In addition to bionic replacements, Foehn makes use of advanced powersuits.
  • Artificial intelligence and robotics – The Foehn Revolt possesses the most advanced artificial intelligence in the world, ranging from simple drones, such as the Teratorn, to true sentience with human-like emotions, as seen with Uragan. Sentient robots serve not only as soldiers, but even commanders within Foehn's ranks. The use of robotics by Foehn alleviates their manpower issues and directly counters Epsilon's mind control tactics.
  • Sonic weapons - Foehn sonic weapons use amplifying crystals to turn sound waves into destructive weapons. These are seen in the Jackal and Sonic Emitters.
  • Microwave weapons - Microwave weapons make use of modified crystals, previously used to amplify sound in Foehn's sonic weapons. These weapons presumably concentrate microwave radiation to set enemies ablaze. They are used by the Condor and Shadray.
  • Pressurized weapons - It is unclear how pressurized weapons function, but they may work by manipulating the pressure of a fluid, likely air, in order to slice through armor like a water jet cutter or crush its victims with pressure
  • Plasma weaponry – This refers to a category of weapons which uses superheated plasma to melt Foehn's enemies. It is implied by applications such as the Megalodon's plasma cutter, that these weapons are closely related to air manipulation, which may be due to the fact that plasma is produced by heating air or exposing it to an electromagnetic field. The most common forms of plasma armaments are listed below, though there exist a variety of one-off weapons such as plasma waves and plasma cannons.
    • Plasma railguns – A subclass of plasma weaponry. Plasma railguns likely use magnetic fields to concentrate plasma into a directed beam, which is used to melt enemy armor. Railguns have appeared in different varieties, from the miniaturized armament of the Railguneer to the supermassive Plasmerizer. The Last Bastion makes frequent use of this weapon.
    • Plasma cutters - Plasma cutters focus plasma into a continuous beam which is used to slice through enemy armor. This is used in the Neutralizer, Neonwasp, and Ramwagon.
    • Plasma bombs - Plasma bombs are spherical balls of plasma used to vaporize ground threats. This can be seen in Last Bastion's Uragan and the Leviathan Helicarrier.
    • Mutually Assured Destruction (M.A.D) warheads - MAD warheads are powerful plasma explosives, which have the unexpected property of inflicting greater damage further from the blast's center. MAD warheads are extremely potent, in some cases, being far more powerful than some super-weapons. Applications of this technology include the MADMAN and MAD mines.
  • Particle collision weaponry – Originally developed by the Chinese[3], with cooperation of Kanegawa Industries,[4] these weapons create massive explosions from the energy of colliding subatomic particles. Particle collision weapons include the Harbinger and the Boidmachine.
  • Mechanized walkers – Fielded by Haihead exclusively, mechanized walkers are vehicles which move about with mechanical legs, as opposed to wheels or tracks. Walkers could more easily adapt to rough terrain conditions compared to wheeled or tracked vehicles, offering greater flexibility. Current applications of this technology include the Cyclops Walker and the Megalodon.
  • Stun weaponry – Stun guns are a weapon that can immobilize target infantry. While the stun effect is technically non-lethal, affected infantry may perish due to the strain of being held in place for long periods of time. These are used in the Clairvoyant, Giantsbane, Stun Grid, and Buzzard.
  • Bond Breaker - Used by the Syncronin / Syncronaut, this technology breaks bonds on the atomic-level and weakens the cohesion of structures, rendering more vulnerable to damage.
  • Imploder-Penetrator (IP) Cannon - IP cannons are weapons that appear to launch a ball of energy, which is highly effective against structures and infantry. This has been observed in the Kingsframe and Gharial.
  • Holograms - Holograms are visual projections which mimic the appearance of Foehn units or vehicles. Holograms are merely illusions and cannot deal damage to enemy units, so they are mainly used to fool enemy forces by diverting enemy fire away from Foehn's real forces..
  • Orbital capabilities - Foehn appears to possess some orbital capabilities, as evidenced by the Quetzal, which designates targets for missiles dropped from orbit.
  • Tractor Beam - Haihead Megalodons possess a tractor beam which can be used to slow enemy vehicles, allowing the Megalodon to pin it down for a plasma blade strike.

Haihead[]

Main article: Haihead

Haihead appears to be Foehn's dedicated strike force. Haihead forces shut down enemy bases with advanced disruption technology, paving the way for their Megalodons, Shadrays, and the M.A.D.M.A.N.s to deliver swift, focused and brutal attacks on enemy positions. These vanguards are supported by their disruptive Irritators, mobile Hovracoons, and potent Diverbees, and protected by their twin commandos, Fin and Alize.

Haihead's headquarters and current location is unknown, due to their jamming technologies obscuring this information.

Wings of Coronia[]

Main article: Wings of Coronia

Focusing on aerial supremacy and rapid deployment, the Wings of Coronia strike from the air with their Pteranodons, Alanqa Skystations and Harbinger. The Coronians field powerful area-of-effect, crowd control weapons such as the Tarchia Cannon, Zorbtrotter and Roadrunner to eliminate swathes of their enemies. Exemplifying the Coronian doctrine, is their commando Eureka, who can unleash a massive plasma wave to vaporize her foes.

Last Bastion[]

Main article: Last Bastion

The Last Bastion favors a defensive combat doctrine, with highly durable units and long-range area denial to protect Foehn's bases. Serving on the frontlines, are their Mastodons and Gharials, as well as their hidden Sweepers and towering Giantsbanes, which safeguard their powerful long-range assets such as the Boidmachine artillery and Plasmerizer emplacements. The Last Bastion is watched over by Uragan, the fortress' so-called "guardian angel" capable of bombarding his foes with plasma bombs.

The Last Bastion's headquarters is their eponymous fortress in Alaska.

  • Several Foehn weapons (confusion rays, stun guns and railguns) were previously owned by Epsilon in version 3.0 (in the case of confusion rays, they were known as chaos gas).
  • Their name refers to the foehn or föhn wind, a type of dry, warm downslope wind in the downwind side of a mountain range.
    • The English word "foehn" originates from the name of a Roman wind god, Favōnius, whose Greek name is Ζέφυρος.
  • Many of their vehicles are named after prehistoric animals.
  • Their symbol is based from the Consortium faction's logo (see right) in the discontinued Reign of Steel mod for Yuri's Revenge.
    • Thus, Holy_Master, the former main developer of the Reign of Steel mod, is credited with the original logo. In addition, Holy_Master is also credited with the voxels for the Megalodon and Cyclops Walker, as these units uses modified appearances of the original units from Reign of Steel, which are the Megalodon and Titan Assault Mech, respectively.
  • The Foehn Revolt was conceptualized after the Nanofiber Sync's idea and mechanics became possible with Ares DLL.[5]
  • The idea of a 4th side had existed as early as version 1.2, and it was originally planned to become available in version 2.0, but was never implemented until version 3.3.[6]
    • Speeder claimed to have the idea of introducing new sides, one of which has "a grey/purple color scheme and air manipulation technology", back when he was a Command & Conquer player.[7] It is probably not coincidental that Foehn has "a grey color scheme and air manipulation technology".
  • The Foehn skirmish score screen is taken from the promotional image of the cancelled Tiberium (FPS) game.
