Headquaters of the Epsilon aren't located in Moscow, though Yuri commands in Kremlin. Primary base is located on Antarctica and Headquaters force has the most important and most responsible task to do - it must protect the Mental Omega Device, which is the key for Yuri's domination. Though attack is main job of Chaos Force and Scorpion Cell, Headquaters store powerful weapons in snows - Kaamos Cannon is perfect example of their advanced science and mobility.[1]
